These two sentences describe the same situation: The new timetable affected attendance; The new timetable had an effect on attendance. The choice changes because the sentence changes. In the first, affected tells you what the timetable did. In the second, effect names a result after had an.
Start with the sentence around the blank. Articles such as an and the, adjectives such as immediate, and a plural ending often point to the noun effect. A subject followed by a verb may call for affect, but that clue is not enough: the formal verb effect also exists. Ask whether the writer means influence something or bring something into existence.

The noise affected my concentration can become The noise influenced my concentration. The noise had an effect on my concentration can become The noise had an impact on my concentration. These substitutions are useful for the common senses; they are checks, not rules that cover every dictionary meaning.
Keep the whole construction when you edit. Replacing affect with effect by itself gives The noise effect my concentration, which is not a complete repair. You would need The noise had an effect on my concentration. A grammar checker may flag the spelling, but you still need to decide which sentence you mean.

Effect a change means make the change happen
The negotiators effected a settlement says they brought the settlement about. The negotiators affected the settlement says they influenced it. Both verbs exist, and their meanings differ. Effect as a verb is fairly formal; bring about, introduce or achieve may make a business sentence easier to read when the meaning matches.
This is why the shortcut affect = verb, effect = noun cannot settle every case. It is a useful starting point for ordinary writing, but a sentence about creating or achieving a result may need the verb effect. Check the intended meaning before changing it.
Affect can also be a specialist noun
In psychology and clinical descriptions, affect can name an emotional state or its outward expression. Flat affect is an established expression. This noun is pronounced with stress on the first syllable, unlike the ordinary verb affect, whose stress is on the second. It is a specialist use, so do not replace it with effect just because a noun is needed.
The verb affect also has a separate sense: to put on or adopt an appearance, as in affect an accent. That is not the same as an accent having an effect on someone. A learner dictionary gives the senses separately; the surrounding sentence tells you which one applies.
A short check before sending
Underline the whole phrase rather than one word. Is it affect the outcome, have an effect on the outcome, or effect a change? Then check the verb form: does affect, affected yesterday, will affect tomorrow. Finally check fixed expressions: side effects, take effect, in effect and come into effect.
If the sentence is still awkward, rewrite it in plain words: The outage delayed the meeting; The policy changed our working hours. Choosing a clearer verb often solves both the word-choice problem and the question of what the writer actually means.
